Government Agency Participation Policy — Version 1.0

Agency Eligibility and Verification

• Government agencies must be officially registered or recognized governmental bodies, public safety organizations, or authorized designees.
• Agency representatives must use official government email addresses or be verified through an approved verification process.
• Go Safe 360 may verify agency credentials before granting access to agency-specific features.
• Agencies are responsible for managing their own representatives' accounts, role assignments, and access permissions within the platform.

Data Access and Usage

• Government agencies may access information only through authorized workflows and within the scope of their official responsibilities.
• Access to user data is limited to what is necessary for the agency's authorized purposes, subject to applicable law and user consent where required.
• Agencies must not access, collect, or use user data outside the purposes authorized by the platform and applicable law.
• Agencies must maintain the confidentiality of any user information accessed through the platform.
• Student and minor data is subject to additional protections. Agency access to minor data is limited to emergency coordination and legal obligations.

Agency Responsibilities

• Agencies are responsible for ensuring that their use of Go Safe 360 complies with applicable laws, including data privacy laws, child protection regulations, and their own governing statutes.
• Agencies must have their own policies governing the use of safety monitoring, location data, and communication tools obtained through the platform.
• Agencies should inform the public about how the platform is used within the agency's context, where applicable.
• Agencies must promptly notify Go Safe 360 if they become aware of any security incident involving user data accessed through the platform.
• Agencies must not use the platform to engage in unauthorized surveillance, data collection, or activities that violate user rights.

Limitations of Agency Participation

This policy is important because it sets appropriate expectations:

• Participation by any government agency does not create an obligation for that agency to monitor the platform continuously or respond to every report or alert.
• Agency participation does not make the agency directly responsible for ordinary parent-student, guardian-student, or school-student matters unless that responsibility exists under applicable law, agency policy, or a separate official action.
• Go Safe 360 does not guarantee that any specific agency will receive, review, or respond to any particular alert or report.
• The platform is a communication and coordination tool. It does not replace official emergency response systems, agency procedures, parental or guardian supervision, school procedures, or legal processes.
• Agencies participating in the platform do not assume liability for the platform's operation or for the actions of other users.
• Certain features described in this policy may become available in future versions of Go Safe 360 as agreements with participating agencies are established.

Information Sharing and Consent

• Information may be shared with government agencies only as permitted by applicable law, with user consent where required, or when necessary to protect life during emergencies.
• Users are notified through this policy and the Privacy Policy that certain information may be shared with authorized agencies in appropriate circumstances.
• By using the platform and enabling safety features, users acknowledge that authorized agencies may access relevant information for legitimate safety and coordination purposes.
• Go Safe 360 does not sell user data to government agencies.

Collaboration with Schools and Parents

Government agencies participating in Go Safe 360 may collaborate with:

• Schools: Coordinating on safety procedures, emergency drills, disaster response, and student safety initiatives.
• Parents and Guardians: Communicating about public safety matters affecting families and communities.
• Community Organizations: Working with local organizations on safety and preparedness efforts.
• Other Agencies: Collaborating across agencies for coordinated disaster response and public safety.

These collaborations are subject to applicable laws, agency policies, and platform terms.

Termination of Agency Access

An agency's access to Go Safe 360 may be suspended or terminated if the agency violates these terms, applicable law, or if continued participation poses a risk to user safety or data privacy.

Governing Law

This Government Agency Participation Policy is governed by the laws of the Republic of the Philippines. Any disputes shall first be resolved through good-faith negotiation. If unresolved, disputes shall be subject to the appropriate courts located in Puerto Princesa City, Palawan, Philippines, unless otherwise required by applicable law.

Updates

We may update this Government Agency Participation Policy from time to time. Material changes will be posted with a new effective date and version number.
